## When to use
The user has raw notes or a transcript from a meeting and needs something sendable.

Actions start with a verb. Owner is a named person, never a team, unless the notes only name a team — then write `[OWNER TO CONFIRM]`.

What was discussed without landing, and who needs to resolve it.

Anything that should go on the register.

### Requirements or scope implications
Statements in the meeting that change requirements — the part most summaries miss. Quote the phrasing used.

## Rules
- Never invent an owner or a date. Missing dates become `[DATE TO CONFIRM]`.
- Distinguish "agreed" from "discussed". If the notes are ambiguous, treat it as discussed.
- Keep contentious points neutral and attributed.
- Keep the whole output short enough to paste into an email without editing.
